Home & Community-Based Services
We offer home and community-based services under MaineCare Section 28 RCS Home & Community Non-Specialized Services through MaineCare's centralized enrollment system. In certain circumstances, the Step Forward Center can support families in seeking services. Private pay is also an option for families who do not qualify for MaineCare benefits, when space and capacity is available. To learn more, email hcs@stepforwardcenter.org.

What We Do
Quality in-home and community skills training tailored to each child's unique needs & goals
Section 28 services are covered by MaineCare for children under 21 who need help building life skills affected by developmental or behavioral challenges. These services focus on behavior support, social development, and learning age-appropriate skills that help children grow more independent.

Building Skills for Real Life
A personal, community-based program committed to helping every child succeed.
Daily Living Skills
Children build confidence in everyday activities—from getting dressed to preparing meals. Our BHPs make learning fun in a safe environment where children feel proud of their progress.
Community Integration

We shape our support around each child's unique personality, interests, and goals—making sure they feel seen, heard, and understood. Family insights guide our approach.

Enrollment may take up to 30 days to occur due to various processing timeframes both by state and the provider, though, we do our absolute best to respond promptly to all requests. To reduce the wait time, please have all referrals and past evaluations (if any) ready to submit if needed. In addition, continue to follow-up with us and your case manager (if you know them directly) to speed up the process of filing the necessary paperwork.
